3(G) as a production by a student of a public or private school or college made for school or college credit and from which no profit is taken. 5(B) lists the categories exempt from the Chapter's permit requirement, and item 11 covers student films specifically: the exemption applies unless the filming activities utilize or adversely impact public ways or are conducted outdoors in residential or commercial areas. In practice, a student shooting a class project indoors on private property, or outdoors somewhere that never touches a public street or a residential or commercial area, needs no permit from the City Clerk.

6(A), a completed application to the City Clerk with administrative fees set under Chapter 60, a hold-harmless agreement, and proof of insurance. 5(A) makes clear that even exempt productions must still comply with every other Troy ordinance and with state and federal law; the exemption removes only the film-permit paperwork, not liability for other rules such as noise or parking. 5(B), the City Manager's designee decides at the pre-application meeting whether a given shoot actually qualifies.
