LFRA states: 'Structures falling within the Wildland Urban Interface (WUI)/Wildfire Zone shall comply with LFRA 2021 International Fire Code Appendix O and require a permit from LFRA' for mitigation and construction. The 2022 CO-WRA WUI map (geodata.colorado.gov) shows the foothills west and southwest of Loveland, including the Big Thompson Canyon corridor, mapped as WUI; portions of west and south Loveland abutting open space and foothills carry meaningful wildfire risk. Construction permits within the City of Loveland are obtained from the City of Loveland Building Division; for unincorporated Larimer County, applications go to the Larimer County Building Department (LFRA no longer completes WUI reviews for unincorporated Larimer County). Loveland's WUI permit fee is $400 upon approval (effective January 1, 2024). Appendix O sets defensible-space zones around structures (Zone 1 within 5 feet noncombustible, Zone 2 typically out to 30 feet with reduced fuels, Zone 3 to 100 feet or more with vegetation management) and ignition-resistant construction standards for roofs, vents, siding, decks, and eaves. Beginning April 21, 2026, the LFRA 2026 Wildfire Resiliency Code (aligned with Colorado's Wildfire Resiliency Code Board work under HB 23-1273 / WRCB) replaces Appendix O for new construction. LFRA offers free Wildfire Home Assessments through engine companies; submit a request form or call 970-962-2613 with two weeks' notice. Builders must contact LFRA at 970-962-2497 at least 48 hours before inspections.
Failure to comply with the adopted defensible space and ignition-resistant construction standards in WUI mapped areas is a fire code violation under LMC Chapter 15.28 (adopting the IFC by reference) and may result in stop-work, citation, denial of building permit, or denial of certificate of occupancy. LFRA enforces through plan review and pre-occupancy inspection. WUI permit fee: $400.
