Sec. 7.02.063 of the San Angelo Code prohibits uncultivated grass, weeds, or brush over 12 inches on any lot within the city. Brush is defined as mesquite, greasewood, cacti, or other naturally occurring shrubbery. Affirmative defenses cover livestock pasture, cultivated gardens, brush with a 10-inch trunk girth, and undeveloped tracts more than 100 feet from structures. Owners must remove vegetation, junk, and unsightly matter (Sec. 7.02.067). After seven days' notice, the city may abate the nuisance and assess a lien second only to tax liens (Sec. 7.02.070). Weeds reaching 48 inches that endanger health or safety may be cut without prior notice.
Each day of violation is a separate misdemeanor fined up to $2,000 under Sec. 1.01.009. The city can abate overgrowth and attach a lien for its costs plus 10% annual interest.
