Sec. 3, Location, to require smoke alarms in five specific placements: in each sleeping room; outside each separate sleeping area within 12 feet of the outside edge of the bedroom door; on each additional story of the dwelling, including basements and habitable attics but not crawl spaces or uninhabitable attics, with a split-level exception where an upper-level alarm can cover an adjacent lower level less than one full story below; not less than 3 feet horizontally from a bathroom door or opening that has a tub or shower, unless that would block required placement; and in hallways and in rooms open to a hallway serving bedrooms where the room's ceiling is 24 inches or more higher than the hallway ceiling.

This local rewrite governs one- and two-family dwellings and is layered onto the base 2021 IRC that sec. 092 otherwise adopts wholesale, with the city dropping chapters 34 through 43 and a run of appendices as inapplicable to San Angelo. The administrator of the inspections and permits department, as building official, inspects for compliance during required construction inspections. The same amendment section also deletes IRC Section R313's automatic fire sprinkler mandate for new one- and two-family homes, so San Angelo residential construction relies on smoke alarm placement rather than sprinklers as its primary early-warning requirement.
