45 sets the framework Akron residents actually use. 4G consumer-grade fireworks must buy them from a licensed retailer, manufacturer, or wholesaler; there's no exemption for out-of-state purchases brought back for local use. Once lawfully obtained, an adult may discharge, ignite, or explode those fireworks on private property, with the property owner's consent, only on ten specific windows: New Year's Day, Chinese New Year, May 5, the last Monday in May plus the preceding Saturday and Sunday, June 19, July 3 through 5, the first Friday, Saturday, and Sunday before and after July 4, the first Monday of September plus the preceding weekend, Diwali, and December 31.

Fireworks set off within that framework aren't legally treated as a 'public exhibition,' which would otherwise require a separate Fire Chief permit. The statute hands counties, townships, and municipalities, Akron included, direct authority to go further: a city can restrict the days or hours residents may light fireworks under this section, or ban the practice outright within its limits, and nothing in state law blocks separate enforcement of noise or disorderly-conduct ordinances against a neighbor's fireworks show. 65 flatly prohibits the storage or sale of fireworks at wholesale or retail anywhere within the city, so residents have to buy their fireworks from a licensed dealer outside Akron's limits even though they may legally set them off inside the city on the state's ten permitted dates.
