Baldwin Park is one of the San Gabriel Valley cities that permits State Fire Marshal-approved "Safe and Sane" fireworks. They may be bought only from a licensed temporary stand during a short July 4th window. All other fireworks are illegal under California law, carrying steep state penalties.
Unlike unincorporated Los Angeles County, where the LA County Fire Department bans all fireworks, the City of Baldwin Park allows "Safe and Sane" fireworks bearing the California State Fire Marshal seal. The city's own ordinance on fire prevention and fireworks (Chapter 93 of the Municipal Code) authorizes their sale and use. Per the City's official Independence Day press release, Safe and Sane fireworks may be purchased only from a State Fire Marshal-licensed retail stand, between noon on June 28 and midnight on July 4. Anything not labeled "Safe and Sane" is a dangerous (illegal) firework under California Health & Safety Code section 12500 et seq. The City lists sky rockets, bottle rockets, Roman candles, aerial shells, and firecrackers as illegal examples. California has "zero tolerance" for illegal fireworks: violators can be fined up to $50,000 and/or jailed up to one year. The City urges residents to use fireworks only outdoors, never aimed or thrown at a person, and well away from buildings, vehicles, dry grass and other flammable objects. Baldwin Park hosts a free professional Independence Day fireworks show as a safe alternative. Illegal fireworks can be reported to the City at (626) 960-1955.
Possessing, selling or using fireworks not labeled "Safe and Sane" is illegal under California Health & Safety Code 12500+, with fines up to $50,000 and/or up to one year in jail. Selling Safe and Sane fireworks outside the licensed-stand window or without a permit also violates the City's fireworks ordinance.
