Under N.C.G.S. § 14-410, discharging any 'pyrotechnics' is unlawful except at licensed public displays. State law (§ 14-414) exempts only ground-based novelties: wire sparklers, fountains, snakes/glow worms, smoke devices, and party poppers or snappers. Anything that leaves the ground or explodes (firecrackers, bottle rockets, Roman candles, mortars) is banned everywhere in the state. Fayetteville and Cumberland County follow the statewide prohibition, and permitted professional shows require display-operator licensing and written county-commission authority under § 14-413.
Discharging illegal pyrotechnics is a Class 2 misdemeanor (Class 1 if the exhibition is indoors) under N.C.G.S. § 14-415.
