Joliet prohibits the possession, sale, and use of fireworks under Section 21-15, consistent with the Illinois Pyrotechnics Use Act (425 ILCS 35). Only sparklers and certain novelty items are legal. Consumer fireworks like firecrackers, Roman candles, and aerial fireworks are illegal.
Joliet Code of Ordinances Section 21-15 makes it unlawful for any person to knowingly possess, offer for sale, display for sale, sell at retail, use, or explode any fireworks except as provided in the Illinois Fireworks Uses Act (425 ILCS 35/1 et seq.). The term fireworks includes any explosive composition or combination of substances prepared for producing visible or audible effects by explosion, combustion, deflagration, or detonation, including blank cartridges, firecrackers, torpedoes, skyrockets, Roman candles, and bombs. Firework novelties (sparklers, snakes, smoke devices) may only be sold inside a permanent building. Section 21-7(b)(1) separately prohibits the throwing or propelling of firecrackers, Roman candles, rockets, or any explosive articles. An exception exists for the Fourth of July celebration at Joliet Memorial Stadium.
