(a) Except as provided in the Fireworks Uses Act (425 ILCS 35/1 et seq.), it shall be unlawful for any person to knowingly possess, offer for sale, display for sale, sell at retail, use or explode any fireworks as such term is hereinafter defined. (b) It shall be unlawful for any person to sell, offer for sale, display for sale or sell at retail firework novelties outside of a permanent building. ... (c) It shall be unlawful for any person attending a fireworks display as a spectator to be within a distance of one hundred fifty (150) feet from the fireworks firing area. ... (f) Except for subsection (c), this section shall not apply to a professional outdoor fireworks display involving 1.3G fireworks for which the fire chief has issued a permit, as such terms are defined in the Fireworks Use Act.
