Kenai Peninsula Borough, AK Fire Regulations: Fireworks (2026)

KPB 10.18.020 forbids using fireworks anywhere in the borough outside the six cities' boundaries, and KPB 10.18.050 separately forbids selling or offering to sell Class C fireworks in that same outside-cities area; the borough mayor cannot approve any display or sale inside city limits under KPB 10.18.060(C). The narrow exception in KPB 10.18.030 lets municipalities, fair associations, amusement parks, and other organizations or groups conduct public fireworks displays if the mayor issues a use permit under KPB 10.18.040. To get one, the applicant must apply at least 30 calendar days ahead and show the display dates and locations, proof of required state licenses, a cash or corporate security bond of at least $1,500, or an equivalent insurance policy, to cover damage, notice to the relevant fire departments, any required state fire marshal permit, and the identity of the pyrotechnician or company running the show.

A licensed professional pyrotechnician, certified by the Bureau of Alcohol, Tobacco, and Firearms, must run any display using dangerous fireworks as defined in AS 18.72.100(1); displays using only non-dangerous fireworks don't need one. KPB 10.18.060 caps a single permit at no more than 3 displays per calendar year and bars transferring a permit to someone else. The state fire marshal or a fire department can object within the 30-day review window, giving the mayor cause to deny the application.
