Kenai Peninsula Borough, AK Parking Rules: Abandoned Vehicles (2026)

In the Kenai Peninsula Borough outside the cities, KPB Chapter 12.08 treats abandoned and junk vehicles as a public nuisance to be disposed of as solid waste (KPB 12.08.010). A vehicle is presumed abandoned if left unattended within ten feet of a road's traveled portion for more than 48 hours, or on borough property for more than 30 days (KPB 12.08.030). A junk vehicle, one that is unregistered, wrecked, or inoperable, may not be left in public view on a borough road or way for two or more calendar days; the roads director may allow up to 30 days for repairs if the vehicle poses no hazard (KPB 12.08.040).

The road service area director, coordinating with the solid waste director, can impound and dispose of an abandoned or junk vehicle on public property; removal on private property remains the property owner's responsibility (KPB 12.08.060). Before removal, the director gives 48 hours' notice by posting the vehicle unless it is an immediate hazard or blocks traffic, and after removal must notify the registered owner and any lienholders within ten calendar days by certified mail or personal service, and notify the DMV (KPB 12.08.060, .080). An owner may request a hearing before the RSA board within ten calendar days of that notice (KPB 12.08.080(C)(6), .130). A vehicle valued under $1,500 or determined inoperable may be disposed of by crushing rather than auctioned (KPB 12.08.080(C)(5)).
