Kirkwood, MO Fire Regulations: Fireworks (2026)

Kirkwood Code of Ordinances § 17-80, adopted by Ord. No. 10378 on January 5, 2017, prohibits the sale or use of fireworks by anyone besides the City of Kirkwood itself. The section defines the banned items broadly as "pyrotechnics, commonly known as 'fireworks,'" covering both retail sale and personal use of fireworks anywhere in the city, not just around the Fourth of July or New Year's. The only carve-out in § 17-80(b) is for a manufacturer, distributor, or other person storing, selling, shipping, or otherwise transporting fireworks through the city, and only if that person holds the proper licensing required by state and federal law; that exception covers wholesale transport and licensed distribution, not a resident lighting fireworks at home or a pop-up retail stand.

Because § 17-80 sets no specific fine, a violation falls under the citywide general penalty in § 1-8: a fine of not less than $5 nor more than $1,000, up to three months in jail, or both, with each day a violation continues treated as a separate offense. Kirkwood's ban is broader than many St. Louis County suburbs that merely restrict dates or require a permit; here, private use and sale are prohibited outright, year-round, inside city limits.
