A. No person, to include any retailer, distributor, manufacturer or wholesaler, whether licensed or otherwise, shall sell, offer for sale, expose for sale, barter or give consumer fireworks or display fireworks to any consumer within the jurisdiction of the City of Lawton. B. No consumer or other person who owns or controls real property shall possess or discharge any consumer fireworks or display fireworks, or allow the possession or discharge of any consumer fireworks or display fireworks within the jurisdiction of the City of Lawton; provided nothing in this section shall be construed to prohibit the following: 1. The transportation of consumer fireworks in their unopened original packaging in a motor vehicle; 2. The possession of consumer fireworks in their unopened original packaging within the consumer's personal dwelling.

Section 11-2-214 of the Lawton City Code makes it unlawful for any retailer, distributor, manufacturer or wholesaler to sell, offer for sale, expose for sale, barter or give consumer or display fireworks to a consumer within city limits, and separately bars any property owner or occupant from possessing or discharging consumer or display fireworks, or allowing anyone else to do so, anywhere in Lawton. The only exceptions are transporting unopened, originally packaged consumer fireworks in a vehicle and keeping unopened packaged fireworks inside a personal dwelling. Fireworks found in violation are contraband; police officers, the fire marshal or code enforcement officers may seize them, and the fire marshal arranges disposal, per Section 11-2-214(C).
Wholesale and manufacturing trade is not banned outright. Section 11-2-215 lets state-licensed wholesalers, manufacturers, distributors and retailers store, transport and sell fireworks to each other (not to consumers) if they hold an Oklahoma Title 68, Article 16 license, and lets them discharge fireworks for employee training only after giving the fire marshal 48 hours' written notice of the date, time and location. A public fireworks display requires a written permit application at least ten days in advance under Section 11-2-216, a state-licensed outdoor display operator, compliance with NFPA 1123, a $3,000 cash or surety cleanup bond per site or event, and a $1,000,000 surety bond or liability policy (waived for government entities). The permit holder must clear the display site of trash and debris within 24 hours or the city will do so at the holder's expense.
