Lodi City Council Ordinance 1844 authorizes the sale and use of fireworks classified as 'Safe and Sane Fireworks' by the California State Fire Marshal within the City of Lodi. Permits for the sale of Safe and Sane fireworks are limited to six stands annually, selected by lottery from established non-profit organizations within city limits, with applications accepted from the first business day of March through close of business on the last business day of March. Under California Health and Safety Code Section 12500 et seq. (the State Fireworks Law), 'safe and sane fireworks' are those approved by the U.S. Consumer Products Safety Commission and tested by the State Fire Marshal; 'dangerous fireworks' (rockets, aerial shells, roman candles, firecrackers, M-80s, sky-rockets) are illegal without a special license. State law restricts safe-and-sane retail sales to noon on June 28 through noon on July 6 each year. The Lodi Municipal Code prohibits possession of illegal (dangerous) fireworks, discharging any fireworks on public property, and discharging any fireworks within 10 feet of any residential dwelling. It is also illegal for any minor to sell, purchase, possess, or discharge any fireworks, and for any person having care or custody of a minor to permit the minor to discharge fireworks. The Lodi Police Department coordinates enforcement with the Lodi Fire Department and the San Joaquin County District Attorney's Office, including drone surveillance and special enforcement shifts around July 4.

Possession of 25-100 pounds of dangerous fireworks is a misdemeanor punishable by up to 1 year in jail and $2,000-$10,000 in fines; 101-5,000 pounds is a wobbler punishable by up to 3 years and $5,000-$50,000.
