Palatine, IL Fire Regulations: Fireworks (2026)

Sec. 14-79(4) of the Village Code amends the International Fire Code to define fireworks broadly, covering firecrackers, torpedoes, skyrockets, Roman candles, bombs and sparklers, and to prohibit having, keeping, storing, using, manufacturing, assembling, mixing, selling, discharging, handling or transporting any of it in Palatine, with a narrow carve-out for railroad signaling devices used in daily operations. The amended IFC 5601.1.3 restates the ban on possession, manufacture, storage, sale, handling and use of fireworks, including sparklers, subject to four exceptions: storage and handling under IFC 5604, manufacture, assembly and testing under IFC 5605, permitted fireworks displays under IFC 5608, and Division 1.4g consumer fireworks where state or local law otherwise allows them under federal CPSC and DOT packaging standards.

Indoor pyrotechnic displays are banned outright except a small flame-effect exception, a candle or match used in a stage production, approved by the fire marshal. Anyone wanting an outdoor display needs a fire department permit, approved by the village manager, filed at least 30 days ahead with a site diagram showing buildings, roadways, viewing areas and projected fallout zones, electronically fired equipment meeting NFPA 1123, and a $5,000,000 public liability policy naming the village as an additional insured at least 15 days before the show.

The fire and police chiefs jointly inspect the site before the village manager gives final approval, and the permit itself issues only on the day of the event after equipment and product are inspected. Nitroglycerin and TNT storage is capped at one-quarter ounce for medicinal or laboratory use only.
