Roanoke County, VA Fire Regulations: Fireworks (2026)

Section 15-7 of the Roanoke County Code lists conduct prohibited in every county park, and item (10), 'Missiles and fireworks,' makes it unlawful to carry, shoot, fire, explode or throw fireworks, firecrackers, rockets, torpedoes or missiles of any kind anywhere in a park unless the person first obtains a permit from the director of the department of general services and parks, recreation and tourism. The rule sits inside Chapter 15, Parks and Recreation, so it reaches every park and recreation facility the county operates, from neighborhood parks in Cave Spring and Hollins to Explore Park and Green Ridge.

Anyone who wants to set off fireworks for an organized event at a county-owned facility must apply through the general park-activity permit process under § 15-9(3), stating the activity, dates, hours and expected attendance, and the director can deny, condition or revoke that permit. Park attendants and Roanoke County Police officers may ask a person to produce their permit under § 15-8(9), and a permittee who violates the permit's terms can have it revoked under § 15-9(3)(f). Because this prohibition is written into the parks chapter rather than a general offenses chapter, it does not by its terms reach fireworks use on private property elsewhere in the county.

A violation of Chapter 15, including this fireworks rule, is a class 4 misdemeanor under § 15-10, and a court may also order restitution for any damage the violation caused to park property.
