Chapter 130, 'Use of County Property,' regulates conduct on the Tazewell County Courthouse and the adjoining County Courthouse Square, both located in the City of Pekin. 06(B), captioned 'Fireworks, explosives, or rockets,' bars any unauthorized person from bringing, possessing, setting off, exploding, discharging, or burning firecrackers, torpedoes, other fireworks, explosives of inflammable materials, rockets, or model rockets on that property, and from launching or throwing them into the area from adjacent land or highway. The same subsection sweeps in 'any substance, compound, mixture, or article' combined with another substance that would be dangerous for the same reasons, closing off attempts to evade the ban with novel combinations.

The rule sits alongside a companion fire ban in division (D), which bars building or attempting to build a fire in the Courthouse Square except where the County Administrator designates an area, and bars dropping lit matches, burning cigarettes, or other flammable material in the Courthouse or Square. Both provisions fall under the county's authority to regulate use of its own buildings and grounds rather than a general county-wide fireworks ban covering the broader unincorporated area; consumer fireworks elsewhere in the county remain governed by separate state law. 02 as the officer 'authorized to enforce the laws of the state and all county ordinances' at the Courthouse.
