Outdoor burning rules in Leander, TX — also called the burn ban, open burning, or fire restriction ordinance — set when you can burn yard waste, debris, or run a recreational fire.
Outdoor burning is prohibited within Leander city limits under Ordinance 13-038-00 (Article 5.05). Certain materials, including plastics, treated lumber, heavy oils, asphalt products, rubber and chemical wastes, can never be burned anywhere, and burning domestic waste is barred where trash service is available. Burning is allowed only outside city limits with authorization and no active burn ban.
The City of Leander bans outdoor burning inside its limits through Ordinance Number 13-038-00, codified as Article 5.05 of Chapter 5 (Fire Prevention and Protection). The city's published rules list materials that may not be burned at any time: electrical insulation, treated lumber, plastics, non-wood construction or demolition debris, heavy oils, asphalt-based materials such as tar paper and roofing, explosive materials, chemical wastes, and natural or synthetic rubber. Burning of domestic waste is prohibited where trash collection service is available, which covers virtually all of incorporated Leander. These restrictions mirror the statewide outdoor burning rules adopted by the Texas Commission on Environmental Quality (TCEQ) at 30 TAC Chapter 111, Subchapter B, which generally prohibit outdoor burning except under specific exceptions and bar the same categories of materials. TCEQ rules also require that any allowable burning occur with wind speeds of 6-23 mph, outside temperature inversions, and without creating a nuisance or traffic hazard. Where burning is allowed outside the city, residents must register the control burn with Williamson County Communications (dispatch) at 512-864-8282, obtain fire department authorization, and confirm no county burn ban is active. Williamson County issues temporary burn bans during drought conditions through Commissioners Court.
Outdoor burning within Leander city limits, or burning prohibited materials anywhere, violates Article 5.05 and TCEQ rules at 30 TAC 111. The Leander Fire Marshal may order extinguishment and cite violators. Outside the city, burning during a Williamson County burn ban can draw citations from Constable's offices, and TCEQ may pursue separate state air-quality enforcement.
