(a)It shall be unlawful for any person to burn or bury any solid waste within the city limits.(b)It shall be unlawful for any person to remove, pick up or transfer any solid waste deposited in curbside containers or otherwise placed at curbside for collection. This prohibition shall include scavenging in garbage cans, containers or dumpsters for any solid waste. This provision shall not apply to the current residential user at the property upon which the curbside container is placed, nor to those authorized by the city to collect, process and market solid waste.
