Failure to maintain defensible space in a designated FHSZ violates PRC §4291 and CVFD Ordinance 2022-01 / 2025-01 — administrative fines plus forced abatement at owner cost. Non-disclosure under Civil Code §1103 (Natural Hazard Disclosure Statement) can expose a seller to civil liability and rescission of the sale.
