Escondido, CA Fire Regulations: Wildfire Zones (2026)

California's State Fire Marshal designates moderate, high and very high fire hazard severity zones under Government Code § 51178, basing the ratings on fuel loading, slope, fire weather and the wind patterns that drive wildfire spread. Once the Marshal transmits its recommendation, Government Code § 51179(a) gives Escondido 120 days to adopt its own zone map by ordinance; if the city changes the boundaries the Marshal recommended, those changes are final and cannot be challenged by the State Fire Marshal. Escondido did so at Municipal Code § 11-21, which adopts the City of Escondido Fire Severity Zones map (Figure 11-21) identifying areas of moderate, high and very high danger, most recently amended by Ordinance No.

In state responsibility areas outside city jurisdiction, the same classification work runs through Public Resources Code §§ 4201 through 4204: the Fire Marshal classifies land by fuel loading and fire weather, cannot designate a zone rating until it gives the county's board of supervisors 45 days' notice and a public hearing, and must periodically review and revise or repeal zone designations as conditions change.

A property owner or applicant who disputes how the fire code or WUI code applies to a specific parcel can appeal to the building advisory appeals board under § 11-20, but must file that appeal within 10 days of the decision being challenged.
