Stockton sits in Local Responsibility Area (LRA) on the San Joaquin Valley floor and is NOT classified as a Very High Fire Hazard Severity Zone (VHFHSZ) by CAL FIRE on the 2024 LRA maps. WUI building standards (Chapter 7A) and Public Resources Code 4291 defensible space requirements therefore do not apply to most Stockton parcels.
California Government Code Sections 51175-51189 and Public Resources Code Section 4202 direct CAL FIRE's Office of the State Fire Marshal to map Fire Hazard Severity Zones (Moderate, High, Very High) in both State Responsibility Areas (SRA) and Local Responsibility Areas (LRA). The 2024 LRA FHSZ maps, effective April 1, 2024, show that the City of Stockton itself is not within a designated Moderate/High/Very High FHSZ - the surrounding Central Valley floor is flat irrigated farmland or urban development with negligible wildland fire risk. The elevated-hazard areas in San Joaquin County are along the southern edge near Tracy and the eastern foothills near Linden/Clements, not within Stockton. Because Stockton is not in a VHFHSZ: (1) California Building Code Chapter 7A (WUI) ignition-resistant construction standards do not apply to new construction, (2) Public Resources Code 4291 100-foot defensible space rule does not apply, and (3) Government Code 51182 (LRA defensible space) does not apply. Wildfire risk is instead handled through weed abatement (SMC 8.08), fireworks restrictions (SMC 8.92), and structure fire protection (CFC).
No FHSZ-specific local violations apply because Stockton is not in a designated zone. Property owners must still comply with SMC 8.08 weed abatement and SMC 15.24 property maintenance standards; violations are enforced as outlined in those chapters.
