Bellevue, NE Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Chapter 23, Articles I and II of the Bellevue Code of Ordinances treat a food truck as a "mobile vendor," defined at Section 23-3 as anyone who travels street to street selling food, beverages, or other goods out of a vehicle, trailer, boxcar, or other portable machine. Section 23-1 makes it unlawful to operate as a mobile vendor anywhere in the city without first securing a license from the City Clerk. The application, per Section 23-4, must include the operator's government ID, vehicle make, model, year, and license plate, and it is routed to a third-party background check and then to the Chief of Police, who has ten working days to approve or deny it based on the applicant's character and business history.

Section 23-21 sets the license fee at the amount in the Master Fee Schedule, though nonprofit and charitable operators are exempt on proof of status. Section 23-22 separately requires a Certificate of Insurance naming the City of Bellevue as additional insured, with commercial general liability of $500,000 per occurrence and $1,000,000 aggregate, plus vehicle coverage of at least $300,000 for injury and $25,000 for property damage per occurrence. The license must be posted in the vehicle under Section 23-26, and it is nontransferable under Section 23-30.
