Bellevue, NE Food Trucks & Mobile Vendors: Vending Zones (2026)

Chapter 23 licenses street vendors and mobile vendors, defined at Section 23-3 to include anyone selling food, beverages, or other goods from a push cart, truck, trailer, or other portable vehicle traveling street to street. Section 23-24(B) governs where that selling can happen on public property. Subsection (B)(1) forbids soliciting or selling in public streets or rights-of-way, or from medians in the streets, and separately bars any vendor from blocking, obstructing, or unduly hindering passage on those streets and rights-of-way. Subsection (B)(3) adds a school buffer: vendors may not solicit or sell products within one block of any school while it is in session, and may not sell for 30 minutes before the school day begins or for 30 minutes after it lets out.

Section 23-24(C) gives the Bellevue Police Department the final call on close cases, making an officer's good-faith judgment about whether the public is impeded or inconvenienced legally conclusive. Because Chapter 23 folds mobile food vendors into the same licensing article as peddlers and solicitors, a food truck or cart that wants to operate legally in Bellevue has to route around public streets, medians, and the one-block school buffer, pushing mobile food sales onto private lots or sidewalks that do not obstruct passage, all under the license issued by the City Clerk.
