Fond du Lac County Code § 30-123 defines a mobile restaurant as a restaurant operating from a movable vehicle, pushcart, trailer or boat that periodically or continuously changes location and where meals or lunches are prepared or served cold to the general public, excluding vehicles that only deliver pre-ordered meals prepared in a licensed restaurant; a mobile facility selling potentially hazardous food at retail also falls under the county's retail food establishment definition. Section 30-126(a) requires a non-prorated license from the health department before operating a restaurant or retail food establishment, and a license issued between April 1 and June 30 does not expire until June 30 of the following year, while any other license expires that June 30.

The health department has 30 days to approve or deny a complete application under § 30-127, and § 30-128 requires payment of the county board of health's fee schedule, including a preinspection fee for new establishments, a reinspection fee if a Wis. ch. 97 or code violation turns up, and a late fee for renewal fees not postmarked by June 30, with unpaid renewals treated as operating without a license. A temporary vendor licensed outside the county that does business here, such as at a fair or event, is inspected and charged a nominal fee under § 30-123's definition of a temporary establishment.
