030 lays out the operating rules for any 'food vending vehicle,' defined broadly to include any vehicle equipped or used to sell produce, prepared or packaged food, or non-food sundries on a public or private street. Subsection (A) requires the operator to display the county health permit required by law, and subsection (B) separately requires display of a city business registration certificate, both in conspicuous view on the vehicle at all times. Vending is prohibited within 50 feet of any street intersection and within 200 feet of any park or playground, and a vehicle cannot block or impede access to a driveway.

Each vehicle must carry refuse containers and the operator must police a 25-foot radius around the truck for trash before moving on. Vending can only occur after the vehicle stops and parks lawfully at the curb, and food may only be sold from the right side or rear of the truck, never the left side or to a customer standing in a traffic lane. Trucks cannot hook up to private or public utilities, restocking on a street or alley is banned, and no one under 16 may sell from or be aboard the vehicle without a licensed adult driver present.

Operators cannot use amplified sound to advertise near residentially zoned property, and non-amplified sounds are capped at audibility beyond 200 feet and only while the vehicle is moving. Citywide, no vending is allowed on any street posted above 35 mph. on both public and private property, adopted in 2015 after evening food trucks drew bar patrons into repeated police calls. 040 exempts trucks serving employees on private property for stops of 30 minutes or less, and vehicles under a city event contract.
