3(1) treats food truck operation in unincorporated Fulton County as an administrative permit use, available in the O-I, MIX, C-1, C-2, M-1A, M-1 and M-2 districts. The permit is deliberately narrow in three dimensions. In time, it is valid for a period of 1 year after issuance, so operators must come back annually. In place, it is applicable to the approved site only; the permit does not travel with the truck, and a second location means a second permit. In frequency, the truck may operate no more than 4 days per week, measured Monday through Sunday, at the approved site, which keeps a truck from becoming a de facto permanent restaurant on one lot.

The zoning permit also stacks on other county requirements rather than replacing them: the resolution makes food trucks subject, as applicable, to the requirements of the Fulton County Board of Health and county departments such as the Tax Assessors.
