Section 11-690, added by Ordinance No. 102; the section says outright it is not meant to regulate the licensing, registration, permitting, or fees the state already controls. 102 on board at all times it is operating in the city, available for inspection by the city's law or code enforcement officers, and must meet the Florida Fire Prevention Code. On the local side, Section 11-690(g) confines trucks to the shoreline mixed use, community commercial, regional commercial, planned industrial park, and light industrial services and warehousing zoning districts, plus the Downtown Mixed Use district's Downtown, Midtown, Uptown, and Civic Waterfront subdistricts when the truck is part of an approved special event, and the public zoning district within the Space Coast Regional Airport's operations waiver zone if the airport authority's chief executive officer confirms no adverse impact to flight operations.

Section 11-690(h) bars a truck from locating within five hundred feet of any lawful permanent business selling the same goods during that business's operating hours, and Section 11-690(j) leaves the days and hours of operation to the vendor's choice, but caps it at five days a week and sunup to sundown only, unless the truck is operating as part of an approved special event permit, in which case it may keep that event's hours instead. Trucks must post no more than one thirty-two-square-foot sign per street frontage, remove all signs and displays daily, and share cleanup duties equally with the property owner.
