Titusville, FL Food Trucks & Mobile Vendors: Vending Zones (2026)

Titusville Code of Ordinances Sec. 102(1): a self-propelled or otherwise movable public food service establishment with self-contained utilities such as gas, water, electricity or liquid waste disposal. The use is permitted with limitations, not by-right, and every operator must independently meet all requirements in Article XVI (Mobile food dispensing vehicles) of the general Code of Ordinances, layering a second, citywide permitting regime on top of the zoning use table. Two special siting rules stand out. First, mobile food dispensing vehicles may be permitted in the Public (P) zoning district within the airport operations development waiver zone shown on the map at Chapter 29, Article II, Section 29-52, but only if the location will not adversely impact Space Coast Regional Airport aviation operations, confirmed in writing by the Chief Executive Officer of the Titusville-Cocoa Airport Authority.

Second, in the Downtown Mixed Use district's Downtown, Uptown, Midtown and Civic Waterfront subdistricts, mobile food vehicles are allowed only as part of an approved special event, not as standalone daily vending. The section was adopted by Ord. No. 28-2023, Section 5, effective April 25, 2023, and is distinct from the separate mobile-vendor use in Sec. 28-146, which covers non-food mobile vendors of goods and wares under Section 11-332 of the Code of Ordinances.
