Youngstown, OH Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Youngstown Codified Ordinances Section 1715.01(g) defines a 'mobile food establishment' as a food establishment that can be moved from one location to another without significant alteration of its structure or equipment. Section 1715.03(a) requires every food establishment, including a mobile one, to hold a permit from the Board of Health before operating in the City Health District, with the permit displayed in a conspicuous place; the only carve-out is for sellers of fresh fruit and vegetables grown on the premises. Section 1715.03(b)'s fee table sets the mobile-unit fee, grouped with the smallest fixed establishments, at $25 per year, rising to $45 for 100 to 1,000 square feet and up to $115 for the largest establishments, with a temporary-operation fee of $20 and a late fee of 25% of the base fee after February 28.

Section 1715.03(d) requires the operator to apply during December for the coming year, or at least ten days before opening if starting mid-year, and every permit expires on December 31 regardless of issue date. Section 1715.03(f) lets the Board of Health suspend or revoke a permit for violating the chapter's rules, after giving the operator written notice and a reasonable chance to fix the problem. The Fire Department separately charges a $75 Mobile Food Unit inspection fee under Section 1503.14(a)(14). Any violation of Chapter 1715 is a minor misdemeanor under Section 1715.99, with each day of continued violation a separate offense.
