Youngstown, OH Food Trucks & Mobile Vendors: Vending Zones (2026)

In the City of Youngstown, Ohio, Section 761.01 of the Codified Ordinances requires every itinerant retailer, defined by Section 761.05 to include anyone selling from a street, alley, public place or private property outside a fixed commercial building, to obtain a license from the Chief of Police for each place, stand or vehicle operated. Section 761.04 conditions issuance on written verification from the Department of Planning and Zoning that the retailing activity is permitted on the property under the Youngstown Zoning Code. Section 761.10(a) then bans displaying or selling merchandise on a public sidewalk, or within 10 feet of any doorway or entranceway, a crosswalk, a designated bus stop, a fire hydrant, or a curbcut.

Section 761.10(b) bars displaying merchandise on any utility pole, planter, tree, trash container, public bench or other sidewalk fixture, and Section 761.10(c) bars any display or sale that blocks, obstructs or restricts pedestrians' free passage on a sidewalk. Section 761.02 sets the license fee at $150 per year, or $50 per 30-day period, issued by the Chief of Police with the licensed dates printed on the license. Section 761.09 exempts home sales licensed under Chapter 748. Section 761.99 makes any violation of the chapter for which no other penalty applies a third-degree misdemeanor for a first offense and a first-degree misdemeanor for each later offense.
