The application must include the vendor's name and address, a description of goods and hours of sale, a California seller's permit, ID such as a driver's license or ITIN, a County Health Department permit if the vendor sells food, a site plan showing the vending location keeps a 36-inch accessible path under the ADA, and a $1,000,000 general liability policy naming the Town as additional insured. A first general violation of Chapter 5.08 draws an administrative fine up to $100, rising to $200 for a second violation and $500 for each further violation within a year, under § 5.08.110(A). Vending without any permit at all is punished more heavily: up to $250, then $500, then $1,000 for repeat violations within a year, per § 5.08.110(B). A permit is revoked automatically on a fourth violation, and a revoked vendor cannot reapply for two years. Violations are civil, not criminal: the Chapter bars prosecuting sidewalk vending as an infraction or misdemeanor.
