Baldwin Park regulates non-motorized sidewalk vending, pushcarts, stands and similar human-powered devices, under § 122.02 of the Municipal Code. A sidewalk vendor must hold and display a Los Angeles County Health Department permit at all times under § 122.02(F), and a City of Baldwin Park business license under § 122.02(H). Anyone setting a cart or stand up on a public sidewalk must first obtain an encroachment permit from Public Works and keep it on hand at the site under § 122.02(N).
