020 requires anyone selling food, beverages, wares, or goods from a public sidewalk or other public property, without an adjoining permanent restaurant or retail storefront, to hold a sidewalk vendor license. 10's general permit criteria plus vendor-specific standards: the setup cannot interfere with utilities, pedestrian travel, or vehicle sightlines, and must leave a pedestrian passageway of at least five feet. Sales are limited to a self-contained unit no larger than 25 square feet, plus a single chair for the vendor, unless the license specifically authorizes more, and the vendor may operate only at the single location named on the license.

The City publishes a list or map of eligible vending locations and runs an annual lottery to assign them among applicants; anyone who skips the lottery can still claim a leftover spot first-come, first-served, but assigned locations cannot be transferred to another vendor. A sidewalk vendor cannot sell merchandise within one-half block of a permanent retailer already selling the same type of item, though a license already issued for the year survives if a competing retailer later moves in nearby. Vendors cannot offer customer seating without written City approval, cannot run cooking equipment unless the Bend Fire Department signs off, and cannot set up inside the footprint of a permitted special event without that event's organizer allowing it.
