Section 4-107(b) governs how much of the public way a mobile food truck or street vendor's service area can occupy once it has the use agreement required by subsection (a): the service area cannot block, obstruct, or interfere with vehicular, bicycle, or pedestrian flow, and it cannot occupy any portion of the available sidewalk or roadway width at all. That is a flat physical-space limit, not a distance or hours rule, so a truck's tables, lines, or equipment footprint has to stay entirely clear of the walking and driving surfaces around it.

Subsection (e) adds a related housekeeping duty: the vendor must collect and dispose of all trash and debris resulting from its operations, so a sidewalk left dirty after service is itself a separate compliance problem. These rules sit inside the same Section 4-107 that requires a valid use agreement with the property owner for the location in the first place, and on top of the underlying vendor license Section 4-103 requires from the City Controller. The Greenwood Police Department and Department of Community Development Services are the agencies that field complaints about a service area intruding on a sidewalk or travel lane, since the same ordinance division that licenses the vendor also empowers the City to act against any vendor operating outside its terms.
