Sec. 117-258(d) creates a separate permitting scheme for itinerant street food vending units beyond the general commercial-trailer rules. Each vendor must obtain a city business license and a separate annual operating permit, renewed yearly, and the city or health department inspects each unit before issuing the permit to confirm it is mechanically safe and meets equipment specifications, which include front-and-rear 'slow children crossing' decals, a visible business address and phone number in two-inch letters, a trash receptacle, stainless steel or FRP surfaces, and health-inspector-approved sinks and refrigeration.

A separate driver's permit requires the operator to be at least 18, hold a valid driver's license with no active suspension, and have no conviction as a sex offender or violent felon. Vendors must carry a current state health department permit or a letter stating none is required. Operationally, vendors cannot vend within 500 feet of a school from one hour before to one hour after the school day, must serve from the curb side away from traffic, cannot sell to anyone standing in the roadway, and must comply with Code sections 66-188 and 117-327. 00 fine per offense, with each day of a continuing violation and each individual sales transaction counted as a separate violation.
