Section 5.24.070(D), titled 'Security,' sets the standard for how a mobile food unit and its customers must occupy the public space around it. First, the unit and surrounding vending area must be maintained in a safe and clean manner at all times, a continuous duty rather than a one-time setup requirement. Second, the vendor must provide adequate lighting for customer safety in the vending area, and that lighting must be directed downward and away from rights-of-way and adjacent properties, preventing glare onto the sidewalk or into neighboring lots.

Third, and most directly tied to sidewalk vending, the mobile food unit and its customers must not obstruct the movement of pedestrians or other vehicles using the sidewalk, street, alley, or other public right-of-way; a line of customers or an awning that blocks the sidewalk violates this subsection even if the truck itself is legally parked. This sits alongside the noise limits in § 5.24.070(C), which bar amplified sound in the vending area, and the refuse rules in § 5.24.070(B), which require a 30-gallon trash receptacle within 15 feet of the unit, so a compliant sidewalk operation has to satisfy all three at once.

Because Chapter 5.24 also requires vendors to operate only from legal parking spaces under § 5.24.070(G), the obstruction rule effectively means the truck's footprint, its customer queue, and any semi-permanent structure like tables or stools must all stay clear of the pedestrian path.
