Louisburg, KS Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Louisburg City Code § 5-101(g) defines a Mobile Food Vendor as any business selling pre-packaged, prepared, or on-site prepared food from a self-propelled food truck, a non-motorized concession cart, or a motorized concession trailer; delivery vehicles filling pre-orders are excluded. Because mobile food vending falls under the definitions in Article 1 (Solicitors, Canvassers, Peddlers), § 5-102 makes it unlawful to operate within city limits without an un-revoked, unexpired license from the City Clerk, and § 5-103 requires a sworn application listing the vendor's identification, vehicle, Kansas Sales Tax number and Kansas Food Establishment license.

Under § 5-107, the license fee is $10 per day of solicitation, capped at $100 over any six-month period, or vendors may instead pay a flat $250 annual fee valid through December 31; sales are limited to the hours of 8 a.m. to 8 p.m. Farm and orchard sellers of their own produce, and vendors at City-sponsored fairs or celebrations, are exempt from the fee under § 5-107(c). Section 5-112 bars any peddler, including a mobile food vendor, from claiming an exclusive location on public streets or a stationary spot without written City Clerk authorization, and flatly forbids operating on sidewalks and streets within the City's fire limits or in any congested area where the vending would impede or inconvenience the public.

The City Clerk or Chief of Police may deny, suspend for up to 30 days, or revoke a license under § 5-109 for fraud, misrepresentation, or conducting business in a manner that breaches the peace or menaces public health and safety, with a right of appeal to the Governing Body under § 5-110 if filed within 14 days.
