416 sets the operating rules for pushcarts, lunch wagons and mobile food preparation units once they are on a Madera street or sidewalk. A pushcart cannot exceed six feet in length or four feet in width, and any sign on the cart or its canopy is capped at eight square feet. No unit may stop, park, or remain in the public right-of-way within 75 feet of a street intersection, and none may remain stopped anywhere in the right-of-way for more than 30 minutes, except by order of a lawful authority or to make emergency vehicle repairs; subsection (F)(6)(a) separately allows a pushcart to use the public sidewalk itself as long as it does not impede pedestrian movement.

Units stopped at an on-site business location are capped at 30 minutes there too, and cannot return to that same spot for another hour, under subsection (D)(17). Noise is restricted as well: no shouts, calls, horns or amplified sound audible 50 feet or more from the unit is allowed under (D)(7). Every unit must display the owner's name, business address and phone number, carry a refuse bin of at least one cubic foot, and comply with the fire-extinguisher and waste-water disposal rules in (D)(12) and (D)(14).

Selling from a stopped vehicle on private property to anyone but the property owner's own agents or employees additionally requires a use permit under (D)(10).
