Town Code Sec. , and then adds the prohibition directly: mobile food vendors are prohibited from operating on any street, sidewalk, alley, trail, or other right-of-way unless approved by the town as part of a special event or contract with the town. That means a food truck cannot simply park on a public sidewalk downtown or along a street shoulder to sell, no matter how briefly, without that special-event approval or town contract in hand. The same section layers on further operational rules that reinforce the private-property-only design: units cannot block loading, service, or emergency access such as fire lanes, cannot create traffic congestion or impede pedestrian or vehicular circulation, and cannot occupy vacant, uninhabited, or wooded parcels.

Sec. 10-73(9) additionally requires that outdoor seating, displays, and associated materials, including the mobile unit itself, be removed from permitted locations after closing hours and never be stored overnight on sidewalks or public right-of-way. Enforcement runs through the mobile food business license issued under Sec. 10-71; a vendor caught vending on a sidewalk or right-of-way without special-event or contract approval is operating outside the terms of that license.
