Town Code § 254-10E prohibits stationary sales: any person engaged in peddling, whether or not using a vehicle, cannot remain stationary at a location for more than 30 minutes. The chapter defines 'location' broadly as every point within a 1,500-foot radius of where the peddler or vehicle is actually situated, so a vendor cannot dodge the rule by shifting a short distance down the block and resuming. Enforcement judgment is left to a peace officer, code enforcement officer or police officer, whose good-faith determination is deemed conclusive under the chapter.

The rule exempts individuals covered by the exemptions in § 254-11B, which include charitable and tax-exempt organizations that register with the Town Clerk, newspaper distributors, deliveries from an established store to prior orders, and farmers selling their own meat, fish, fruit or produce. The stationary-sales cap works together with the separate location bans in § 254-10B, the sign restrictions in § 254-10C limiting peddlers to vehicle-mounted signage no larger than the vehicle itself, and the 28-foot vehicle length cap in § 254-10D, all under the license required by § 254-3.
