East Orange, NJ Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 118-26(A) designates exactly two categories of permitted vending area in East Orange: assigned parking spaces at Lt. Governor Sheila Y. Oliver Court, the plaza renamed from City Hall Plaza by Ordinance No. 20-2023, spanning South Munn Avenue to Winans Street, and any City-owned park. Subsection B backs that up with a flat prohibition: no vendor may park a food vending vehicle on a public roadway or street, or run a cart on a public sidewalk, outside those listed areas. Within the designated zones, § 118-26(C) has the City build and publish an assignment schedule for mobile food vendor parking spots within 20 days of the 2022 ordinance and again every April 1, so a vendor's specific spot can change year to year.

Vendors pay the City's standard parking rate for the space in addition to their license fee under Subsection D. The City reserves broad discretion here: Subsection E lets it hire its own vendors for special events and suspend everyone else's normal operations during those events, Subsection F lets it alter the number of vendors, their hours and their locations at will, and Subsection G allows the City to reassign any vendor to a different spot on just 14 days' notice.
