Sec. 6-1711(b) restricts where mobile food vendors licensed under chapter 6, article XVII can set up: activities licensed by the article are allowed only on improved surfaces within commercial, industrial, and nonresidential special purpose zoning districts as those districts are defined in chapter 20, article II of the land development code, which puts residential-zoned lots off limits for regular mobile food unit sales. The same section layers on three more location rules that apply within those permitted districts. Sec. 6-1711(a) requires the vendor to secure the property owner's permission before setting up on a site.

Sec. 6-1711(e) caps operations at no more than two mobile food units at the same time on any single property, except as part of a city-approved event. Sec. 6-1711(f) limits a vendor to no more than 12 hours of sales from a single property per day, again unless the sales are part of a city-approved event, which removes both the two-unit cap and the 12-hour limit for that occasion. A violation of any of these subsections is grounds for the city clerk to revoke the mobile food vendor's license under Sec.

6-1713(a)(2) and (5), which also reaches violations of a site plan requirement or the land development code tied to the property. Because the districts are defined by the land development code rather than this article, a vendor must confirm the zoning of a specific parcel with Planning and Development Services before setting up, since a location that looks commercial on the ground can still carry a residential or mixed-use zoning designation that bars mobile food sales outright.
