There is no map of approved vending zones; instead, a licensed vendor may operate anywhere in the city by vehicle so long as the vehicle and the seller meet the section's conditions. Under subsection (a), every frozen dessert peddler must register with the City for a solicitor's permit and wear it while peddling, be at least eighteen, wear a clean uniform bearing the employer's name, stay free of contagious disease, hold a valid Ohio driver's license if driving, have no felony convictions, and file a quarterly revenue report with the Finance Department within thirty days of each quarter's end.

Under subsection (b), the vehicle itself must display the company name and phone number in letters at least four inches high on both sides, carry three hundred thousand dollars of bodily injury and property damage insurance filed with the Police Department, pass an annual mechanic-certified safety inspection filed with the Police Department, and hold an annual Food Service Mobile License from the Medina County Department of Health, also filed with the Police Department. or dusk, whichever comes first, every day. Subsection (d) caps any vehicle music at sixty feet of audibility and requires it off while stopped for sales.

Outside this licensed frozen dessert track, Chapter 707 separately bars selling merchandise on the City's streets, alleys, parks or other public grounds, so any other mobile food operation would need its own arrangement with the City.
