Full Breakdown

020(A). The permit application must include the establishment's name, the owner and operator's name and address, its license plate number, a copy of the St. Charles County Mobile Food Unit License, a retail sales tax license and certificate of no tax due, proof of insurance, and documentation that sales tax for the location where it sells will be collected and remitted; a truck serving alcohol must also provide City, County, and State liquor licenses and a daily caterer's license. 030(A): the operator must keep on site, and produce on request, written consent from the property owner where it is parked, and the site must have sufficient parking for its primary use so the truck creates no off-site overflow parking and blocks no accessible spaces.

Subsection (A)(5) adds that the operation 'shall not block any roadways, fire lanes, emergency vehicles, drive aisles or create any impediments to the normal flow of traffic,' covering not just where the truck sits but where customers line up. 050, though they still need the decal and permit itself. 330(A)(10), governs food truck parks as a distinct conditional-use development, requiring electric hookups, a dump station, a permanent bathroom, and a landscaped dining area.

Violations & Fines

Operating a mobile food establishment in O'Fallon without the Section 655.020 annual permit requires the truck to cease operating immediately, and Section 655.040(B) subjects violations of the Chapter's requirements, including the property owner consent and no-blocking rules in Section 655.030, to the general penalty in Section 100.010; the permit itself can be suspended or revoked under Section 605.060.
