Parsippany-Troy Hills, NJ Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 180-3(D) of the Code of the Township of Parsippany-Troy Hills says mobile food vendor licenses permit operation in all nonresidential zone districts as established in Chapter 430, subject to the limits in the section. The one residential exception is in § 180-3(C)(1): vendors that sell only frozen desserts, frozen snacks or frozen confections can operate in residential zone districts from 11:00 a.m. through dusk, but not later than 8:00 p.m., May through September, subject to all applicable parking and traffic regulations.

The distance rule is in § 180-3(H): no mobile food vendor is permitted to operate within 300 feet of any licensed restaurant as defined in § 430-8 of the Township Code. Section 180-3(E) sets the hours at 8:00 a.m. through 10:00 p.m., Monday through Sunday, year-round, and no operator can remain in any location for a total of more than two hours. Under § 180-3(F) a vendor cannot stay overnight at a location and must stay occupied by the operator at all times while operating.

Site-level limits apply on private property. The vendor needs the property owner's written consent, evidenced by a notarized affidavit of permission filed with the application, plus a site plan, survey or drawing showing the location and dimensions of the area, the property lines and any impacted parking. Under § 180-3(I) the vendor can occupy no more than two parking spaces and cannot operate in designated handicapped or accessible parking spaces, drive aisles or fire lanes, or within 25 feet of a dumpster or establishment fire exit. On streets, § 180-3(G) requires compliance with Chapter 405 parking regulations, including § 405-17, and § 180-3(J) bars blocking the path of pedestrian travel on any public sidewalk. Vendors must provide trash and recycling receptacles within 10 feet of their site, collect all debris within 25 feet before leaving, and cannot offer in-truck or outdoor dining or tables and chairs.
