Section 776.04, the General Requirements section of Chapter 776, governs where and how food trucks may operate once they hold the license required by Section 776.03. Subsection (a) requires every food truck to keep the area immediately surrounding it clean and to dispose of all waste generated by its operation. Subsection (b) bars discharging wastewater, sewage, or grease into the City's storm water or sewage drainage system, tying the food truck chapter to Springfield's separate stormwater rules in Chapter 961. Subsection (c) prohibits using loudspeakers or other noise-making devices in a way that creates a nuisance or otherwise violates the City's ordinances.

Subsection (d) is the chapter's core siting restriction: no food truck may operate within 75 feet of a brick and mortar restaurant located in the City of Springfield, protecting existing fixed restaurants from mobile vendors setting up immediately outside their doors. Section 776.05 further confines what a licensed truck may sell, limiting food trucks to offering food only, not other retail goods. The exemptions in Section 776.06, for sanctioned special events under a valid event permit and for vendors invited onto private property by the owner, apply to the siting rule the same as to the rest of the chapter, so an event permit or a private-property invitation can place a truck inside the 75-foot buffer that would otherwise be off-limits near a restaurant.
