Springfield's Zoning Code treats electric vehicle charging facilities and equipment as one category of Fueling and Charging Services alongside fuel pumps, fuel pump islands, freestanding canopies, and liquid storage tanks under § 1107.05(g)(3). Any of these uses, including a stand-alone EV charging installation, must clear a 100-foot buffer from the nearest residential district under § 1107.05(g)(1); a charging station cannot be sited closer to a home neighborhood than that distance regardless of the base zoning district it sits in. The Zoning Code also polices intersection saturation: § 1107.05(g)(2) restricts Fueling and Charging Services to only two of the four corner lots at any street intersection, so a developer cannot place competing charging or fueling uses on every corner.

Structural elements of a charging site are held to the same setback and safety standards written for traditional fuel stations. A fuel pump island, canopy support, or other structure must meet the applicable minimum setbacks of the zoning district under § 1107.05(g)(4), and any freestanding canopy covering a charging bay must maintain at least 15 feet of vertical clearance and sit back at least 15 feet from every property line under § 1107.05(g)(7)-(8). Because the Zoning Code folds EV charging into the broader Fueling and Charging Services use category rather than writing a stand-alone charging ordinance, an applicant proposing a public or commercial charging station applies through the same site plan review and permitting track as a gas station.
