Springfield, OH Animal Ordinances: Veterinary Clinic Zoning (2026)

Springfield's Zoning Code allows many small businesses to operate from a residence as a Home Occupation under § 1107.05(h), but § 1107.05(h)(11) lists eleven categories of uses that are prohibited outright from that status no matter how the operator tries to structure the business. Division (B) of that list names 'Animal service, including a veterinarian establishment; animal grooming business; kennel; or establishment for the boarding of animals.' Because the prohibition is written into the Home Occupation standards themselves, it applies even if the veterinary use would otherwise satisfy every other Home Occupation requirement, such as staying within 10% of the dwelling's floor area under § 1107.05(h)(4) or keeping the exterior residential in appearance under § 1107.05(h)(5); the animal-service bar controls regardless.

A resident wanting to run a veterinary practice, grooming business, kennel, or boarding operation therefore cannot obtain the zoning certificate that § 1107.05(h)(12) requires before any Home Occupation opens, since the Community Development Director cannot certify a use the Code lists as prohibited. That leaves the veterinary use to seek out a zoning district and use category elsewhere in the Zoning Code that permits animal services as a principal or conditional use rather than as an accessory home-based use. The prohibition sits alongside other listed bans, including ambulance service, barber and beauty shops, machine and welding shops, and vehicle repair, all uses the City decided create more traffic, noise, or nuisance than a residential home occupation is meant to tolerate.
