Terrebonne Parish, LA Food Trucks & Mobile Vendors: Vending Zones (2026)

Terrebonne Parish Code Section 16-56(b)(1) defines a mobile food vendor as anyone operating a retail business as a pedestrian and/or from a mobile food unit within a commercial, medical services or industrial zone, as well as unzoned areas of the parish, tying eligible vending locations to the parish's zoning map. Section 16-56(k) then layers on locational prohibitions: vendors cannot operate in the Downtown Historic District at all except during Mardi Gras or while covered by a public property use permit for an organized event such as a fair, festival or fundraiser, and vendors cannot locate on public property generally unless they are likewise operating under a public property use permit for one of those organized events.

Even where a truck is otherwise allowed to operate, Section 16-56(k)(3) bars it from interfering with the daily parking and delivery operations of the permitted location and the surrounding area, and Section 16-56(g) still requires a location permit tied to the specific address, with a site plan showing there's no interference with parking or deliveries at that address. Because these rules attach to the parish's zoning classifications, a vendor working the unzoned portions of Terrebonne outside the former Houma zoning map does not need to check a zoning district before setting up, but still needs the underlying registration, health permit and, absent a short-stay exemption, a location permit.
