Sec. 20-59(1)k requires fixed-location sales to come from properly zoned private property with adequate customer parking, and bars parking the unit or customers on a city street, right-of-way, or easement adjacent to a city or state highway. In city parks, vending is further limited by the parks director to designated areas from 10:00 a.m. to 3:00 p.m., and units are barred entirely during league or sanctioned sporting events when a concession stand is operating (Sec. 20-59(1)m-n).
